I may be crazy but is seems there used to be more options within email the class to do things like As far as I can tell the only option I have now is send to all who do not owe.....not very useful.

You can still access these options via the Reunion Planner > Reports > Individual Events. There will be options at the bottom of each box (section) and a button to Email the selected members.
