Ok, I give up. I really did try and search for an answer. How does one get the horizontal divider lines on the announcements? Thank you.

One would click the Insert Horizontal Line button

It is on the button bar for the editor on the far right next to the smiley button. Place the cursor where you want to add the line (it is sometimes greyed out if the cursor isn't targeted on the page somewhere) and then click the button.
