Anchor Tabs Between Pages - Which Version of HTML to Use

In the full realization I may be overthinking what I want to do.... I want to create a link from my homepage to a specific spot on another page. It's been a while since I wrote my own html and between a failing memory and newer versions of html, I'm a bit lost because.... The wording in html 4.? is different from the wording in html 5.0 for the same task. Does it matter which version of html I use?

The only issue I know about is that FF does not work correctly jumping to an anchor on a different page (last time I checked anyway). It just goes to the top of the page referenced.
