Since the browser doesn't know where to wrap the text, it doesn't wrap at all.

You could change it to this "* * * * *....* *"

Or you could use the Horizontal Line which will be a separator on your web page.

Are you talking about the announcement color? That can be set up from the Post Announcement screen. Just change the background color.
