Cannot get scrollbar arrows to appear

I'm trying to edit the scrollbar appearance for my site, but no matter what color I select and save, the scrollbar arrows do not appear, at all. I have flipped back and forth between my primary and secondary school colors, but to no avail.

Ahhh...it would seem it depends on one's browser. They do not appear in Chrome, but they appear in IE. Looks to be a "coding" issue and not me.

Some browsers do not support that as well.
