Does anyone out there know whether we're meant to be notified everytime a change is made to the site capabilities. Twice recently I've only found out about new additions by chance, as with the recent automatic, customizable e-mails under Preferences.

Or is it just a case of checking the forums to see what's occurring? It worries me that it could be sometime before I find out about useful changes.

They announce the new features on the "New Feature Announcements" forum. You can subscribe to that forum to receive notifications of every new feature.
When it's a major new feature, I think they email all the administrators.

Exactly what Beth said. If a new feature is considered major, we'll send an email announcement to the entire system. The more routine new features are posted in the New Features forum. If you want to make sure you never miss a new feature, subscribing to the New Features forum will do the trick.
