Short of password protecting the whole Home Page, is there a way to "hide" Upcoming Birthdays from folks who are not signed in?

No, but we'll be restructing the whole home page edit area to be consistent with this: http://www.classcreator.com/homeedit. Should be pretty self explanatory.
