Can the title "Announcements" be changed to something else.

Sure.

1) Click Post Announcements
2) Deselect this: "Show the heading "ANNOUNCEMENTS" at the top of your Announcements board."
3) At the top of your first announcement just type any name you want to be your heading. Set it in a larger font, bold, color etc. if desired.
