How to tell the classmate to get rid of turn flag off

Several of my classmates are not receiving emails and it is because they have indicated they do not want emails and have Turn Flag off by their names. One classmate is asking why she is not receiving emails. How do I tell her to change that option?

Hi Debbie, Have them login and go to Member Functions > Notify Me and set the settings for the messages they wish to receive. Jessica
