When a classmate changes their name on sign up I am the only ADMIN who gets this email. Is there a way to control this?

No, that notice is only sent to the Root Admin. Although when our "Admin Rights" module comes out this year you'll have all kinds of additional control over what Admins can do what on the site, and what Admins get what emails.
