Credit Card Payment Declined

I have a classmate who is trying to purchase their tickets online. The credit card keeps getting declined. She checked the credit card, and the money is there. This is the error she is getting... We're sorry, the following error was encountered: DECLINED (SGS-000001: D Please click back and try again. What does that error code mean? And, what are her options. Thanks for your help!

Options are: 1) Use a different card 2) Have her call the credit card provider and ask why they are declining the charge. That error means the card provider really is declining the charge. The only one who can tell her why is them.
