When creating a 'Survey,' I made it active, for Admins Only.
Had I not unchecked the box for
“Notify XX Classmates that this survey has been updated,” would those classmates been notified of a survey they could not see?

You cannot have a survey JUST FOR ADMINS. The option is that only admins CAN SEE THE RESULTS.

I DID!! I created a survey just for Administrators.
1st: Under "e-mail the class", I created "My Mailing Lists" which were a list of all administrators including myself. Then (2nd) I emailed my administrators (including myself) the survey question. They all answered (amazingly, for them). My survey was done.
Is that not a true survey?
