We have a "classmate" who is harrassing another classmate on our site. We received the following message and don't know what this means and don't want to approve it (see below). He posted an inappropriate message on the message forum, which we just deleted. What do we do?

You have to click into the Announcement to see what it actually says of course, so we can't see it here. But I'm assuming it's something inappropriate.

Note, nobody has the right of free speech on your web site other than you. You have the ability to moderate content as you see fit. That's precisely why Announcements posted by Classmates do not go live until you approve them. In extreme cases you can remove the Classmate from your Class List, turn on the New Classmate Verification feature, and never let that person back in. Hopefully it won't come to that, but you have all of the tools you need to ensure this person cannot interfere with your ability to run a succesful class web site.

Above and beyond that, each Administrator has to handle these situations in their own way should they arise. Sounds like you're already taking prudent proactive measures against this, so I'd simply encourage you to do more of the same until the person gets tired of this and gives up.

Great! Thanks for your assistance. Where do you turn on the new classmate verification feature?

It's under the Preferences link. Only the Root Site Administrator can access the Preferences area.
