Working on the new designs is possible with Photoshop Elements. I have PSE 11 and just purchased for $12 some additional tools (called E+) that unlocks some of the hidden abilities of Elements. One of these tools includes the ability to unlock layer groups. BTW, the free version of E+ does not include the unlock group feature; I had to spend the $12.
