Your auto welcome message goes out immediately. However, right on the Classmate's screen after joining, full info is provided that their account is pending Administrator verification, and there may be some areas of the sites inaccessible until verification has taken place. It's a pretty standard process, it should be prett clear to your newly subscribing Classmates.
