I have added staff (teachers) to the In Memory page before, but now I cannot figure out why the teacher’s name is not in the drop down menu. She was a member of our multi-year site. What am I doing wrong?

I see teachers in your list. Is it possible you or another admin already added them? If they were already added they would be in the existing entries below the "add" section. What is their name?

Found it. She was under year unknown

On Multi-Year sites, teachers are at the bottom of the In Memory page. A link at the top of the In Memory page that would take members to the teachers at the bottom or an optional 2nd In Memory page for teachers & staff would be helpful.

There is already a dropdown that jumps directly to the staff - they can choose any year, year unknown or Staff from the dropdown.

You could add a link directly to your staff only by linking to that shortcut link that is created if you select Staff from the dropdown.
