In case you don't see the other post Go further down in Change Design. Says Site Colors and there you can pick colors and upload a background image. Is that what you needed?

Jack is right. This post is from a while ago (before the new design in January). After the change, the three links were ombined to one link, called " change Design". You just need to scroll down to change the background color.
