Our Reunion Committee wants to know if you can create an "opt to buy reunion tickets" while they are signing up to the site the first time ~ kind of an "impulse buy" thanks

Nope. The Member Wizard's sole purpose is to get somebody into your site and participating. But as soon as you receive notice someone has signed up, you could certainly send them an email directing them to your Reunion Planner.
