Controling Size of PDF Document

I have a link that opens a PDF document in a new browser windwo. The document opens at 152%. I would like for it to open at "Fit Page" or "67.6%". Is there a way to do that? Here is my html code:

I've never known it to be possible to set the size of the PDF magnification in the link itself. I believe the magnification is dependent on the window size and/or the size of the user's resolution. If I'm wrong hopefully somebody will correct me.
