Advance edit tool bar for Personal Profile entries/responses?

I seem to recall reading that there is a way to enable the full Advance edit tool bar capability (available in Message Forum) within Personal Profile and other comment sections of the site. Please let me know if this is so and if so how to set it up on our site.

There is not a way to enable that option for profiles and other areas.
