Is the only way to allow Paypal is to have an Active Reunion?

Paypal is no longer supported. However, you can make your own Paypal link and then manually enter the payments same as you would do with checks. That's what I did even before the temporary Paypal CC did.

Yes - you can supply your own Paypal link and then manually enter the amounts paid (as with a check). (see prior answers)
