How can I lock an entire forum to prevent people from adding new topics. I have locked the existing topics in the forum but people can still post new ones. I don't want to delete the forum. I want the previous threads there for historical/review purposes. Thanks.

Perfect. Thanks. I am presuming that if a forum is read only or a topic is locked - as administrator I can still post things there?

yes you can. If not, just change it to not-read-only and make your post and then change it back to read-only.
