When I download profiles it does not seem to be showing all of the answers to the question "are you attending the reunion?" is there a bug with this report?

Yes, it certainly appears so. You have 13 people registered, but only 6 show up in the Manage Classmates profile report with Yes answers to the attending question, and on the Classmate Profiles page, the indication is that there are 37 who have either said yes or registered or both.
