yes Right click on top of table and you will see various options for cells, rows and columns

Or right-click on the left cell in a row and it will give you a choice to insert a row above or below, for instance.

I'm relatively new, and not terribly experienced with technilogy, but wonder what sort of table is there on this site? I've not run into any, and wonder.

The tables they are talking about are the normal HTML tables http://www.w3schools.com/html/html_tables.asp
