Instant Messaging "?" Instructions

Instant Messaging instructions click the blue ? icon located on the Members Online panel.... When I click that question mark, it shows a hint that it will provide instructions in Instant Messaging. However, clicking does not yield any information.

It seems it did not come to the 'forefront' of windows on my screen initially. I had several windows open.
