Public Polls and Survey participation

Our website is not a reunion - it is one advocating community action.
All pages are available to the public, except the List of Members and Discussion Forum which are restricted to Members Only.
We wish to conduct a Poll and/or a Survey which is open to the Public viewers.
Does the software have a feature that will detect and reject multiple responses on either the Poll or the Survey? (presumably using the IP address)
I assume that this works automatically for logged in Members.

no surveys or polls can be taken unless the user is logged in.

The polls/surveys cannot be saved unless logged in and the answers saved to the database with the user's Member ID.

It doesn't work on a "Per-IP Address" basis.
